Regional Disaster Medical Response Team

The Muskogee County EMS Disaster Medical Response Team (DMRT) is a specialized group of highly trained pre-hospital medical professionals dedicated to providing rapid medical support during disasters, emergencies, and large-scale events. Our mission is to bring advanced, organized, and compassionate care to communities when they need it most.

Muskogee County’s DMRT is also part of the Oklahoma Homeland Security’s Regional Emergency Medical Services System (REMSS, allowing for expanded coverage not only locally but across the entire State of Oklahoma supporting other EMS agencies and REMSS teams.

Our disaster preparedness fleet is equipped to meet a wide variety of needs in both planned and emergent situations. Resources include:
• A fully stocked disaster trailer with the capability to treat up to 200 patients as well as a mobile command post that supplies the team with communications and logistical support.
• A Rehab trailer to support responder health and safety.
• Two UTVs (Utility Task Vehicles) capable of patient transport in difficult terrain.
• Multiple support vehicles to enhance mobility and logistics.
Each member of the DMRT is trained in pre-hospital disaster medicine, NIMS Incident Command System (ICS) courses, patient triage, and other critical response disciplines, ensuring seamless integration into local, state, and national operations.
Since its inception, the DMRT has deployed to a wide range of incidents, including state and local wildfire responses, severe weather events such as winter storms and tornadoes, and the COVID-19 pandemic. On the national level, the team has provided critical medical support during multiple hurricane responses, reinforcing our commitment to readiness and resilience wherever disaster strikes.
Through preparation, training, and proven field experience, the Muskogee County EMS Disaster Medical Response Team stands ready to serve our community and beyond—supporting public safety, responder health, and patient care during times of greatest need.

 

TEMS Team

The Muskogee County EMS Tactical Emergency Medical Services (TEMS) Team is a specialized group of pre-hospital medical professionals who provide advanced medical support during high-risk law enforcement operations. These professionals ensure that both officers and community members receive immediate, life-saving care in situations where every second counts.

The TEMS Team works alongside local law enforcement agencies as well as state and federal partners, seamlessly integrating into tactical operations to enhance safety and efficiency. Their presence allows law enforcement to remain mission-focused while knowing that expert medical care is close at hand.

To prepare for these unique responsibilities, TEMS personnel complete specialized training that includes:
• Tactical medical care for high-risk environments
• Law enforcement integration and operational support
• K9 medical care for working dogs in the field
• Additional disciplines tailored to tactical and critical incident response

Whether providing care during warrant services, specialized operations, or joint missions with outside agencies, the TEMS Team operates with professionalism and precision, making their integration with law enforcement appear effortless.

Certified Training Officer- Communications

Our Certified Training Officers (CTO) play a key role in the development and success of our Communications Center. They are experienced dispatchers who provide direct, hands-on training and mentorship to new team members, ensuring each trainee is confident and prepared to handle emergency and non-emergency calls. CTOs guide trainees through call-taking, radio operations, and dispatch processes while reinforcing department standards and best practices. Their leadership helps maintain a high level of skill, professionalism, and consistency across our team. 

Peer Support Team

Muskogee County EMS is committed to supporting the overall health and wellness of our employees. The Peer Support Team provides confidential assistance to employees who may be experiencing personal, professional, or emotional challenges. This program is designed to ensure that every member of our organization has access to trained peers who understand the unique demands of emergency medical services.

Services Provided

  • Confidential Peer Support – A safe and private resource for discussing concerns, challenges, and stressors without judgment.
  • Critical Incident Response – Immediate support following high-stress or traumatic calls, helping employees process and recover.
  • Wellness and Resilience – Guidance on managing stress, preventing burnout, and maintaining emotional well-being.
  • Resource Connection – Referrals to additional support options, including the Employee Assistance Program (EAP), licensed mental health professionals, and community services.
  • Workplace Support – Assistance with navigating workplace stressors, promoting healthy coping strategies, and fostering a supportive environment.

Field Training Officer

Our Muskogee County EMS Field Training Officers (FTO) serve as the backbone of our new hire clearing process. An FTO provides clinical oversight, directs training, ensures practical competency and provides guidance to new employees and current employees who are leveling up to a higher level of licensure. Our FTO’s are responsible for monitoring compliance of Muskogee County EMS’s policies and procedures for all employees and addressing any issues as needed. FTO’s often act as a mentor for our new hires, by assessing performance, providing constructive feedback, and making recommendations for continued employment. Our FTO’s also act as a liaison for our new employees and our QA/QI (Quality Assurance/Quality Improvement) department, who help ensure the new hire is following protocols as directed and documenting appropriately and accurately. Our Field Training Officers represent some of the best employees we have at Muskogee County EMS.

Honor Guard

The Muskogee County EMS Honor Guard is a Special ceremonial unit composed of active EMS personnel who render honors at memorial services for fallen public safety personnel, participate in community and official events like parades, and serve as a visible symbol of dedication and professionalism within the EMS community.
